Zoning Rewrite for the Casco Village District

The Town of Casco has launched the Casco Village Project to update the zoning for the Casco Village District so it aligns with the Town’s Comprehensive Plan and Maine State Statutes. This effort will create clearer, more user-friendly regulations that support the vision for the Village and the desired development pattern.
 
During this project there will be a review of the existing zoning language and the district’s current development pattern to evaluate what is working and what should be changed. The public will be engaged in this process. Then updated zoning language will be drafted to better reflects Casco Village—its building placement, character, and mix of uses—while identifying opportunities for appropriate reinvestment and future development.
 
Resilience Planning & Design LLC is supporting the residents, property owners, Town staff, and an appointed Work Group through this public-facing process that includes community outreach, concept development, and multiple opportunities to review and refine draft zoning language. 
 
Project Purpose and Next Steps
The Casco Village Project will produce updated zoning that  is informed by local conditions, community input, and best practices for village-scale development. 
 
Key components of the work include:
 
  • Zoning ordinance review to recommend updates and prepare draft zoning amendments for Casco Village, including review for consistency with the Comprehensive Plan and Maine statutes. 
  • Property and development pattern review (including a parcel level inventory) to better understand existing conditions, and to identify development related opportunities and constraints. 
  • Exploring new zoning tools and approaches (including consideration of a form-based code or hybrid code) to help the community decide what regulatory strategy best supports Casco Village. 
  • Draft zoning review and refinement, including public meetings to review draft language and solicit feedback. 
  • Final deliverables will include a summary of key recommendations and a final draft of the proposed zoning ordinance for review and adoption. 
Get Involved
Community input is essential to this project. Casco’s zoning will guide how the Village evolves—its buildings, businesses, housing options, and overall character. The Town will offer opportunities for residents to participate throughout the process, including at least one interactive community meeting in Casco Village and additional public sessions to review draft zoning concepts and language.
