Pothole Reporting
Due to the spring thaw and fluctuating temperatures, the Public Works Department is actively monitoring road conditions and repairing identified potholes on all Town of Casco roadways.   
 
Pothole FormationPotholes are created when snow and ice melt as part of Maine’s seasonal freeze-thaw cycles.  When moisture seeps into the pavement and freezes, it causes the ground to expand and push the pavement up creating a gap. As temperatures rise, the ground returns to normal level creating a void or gap between the pavement and ground below it. When vehicles drive over the gap, the pavement weakens leading to a pothole.
 
Maine’s “Pothole Law” (Highway Defect Act, 23 M.R.S.A. § 3655) provides municipalities with a 24-hour window to repair or warn motorists of identified and/or reported road defects.  The right to recover damages under the “Pothole Law” is contingent on three prerequisites: (1) the road must be a town way; (2) the injury or damage must have been caused by a defect in the way; and (3) the municipal officers (Selectboard) or road commissioner must have had at least 24 hours’ notice of the defect in question and failed to correct it or warn motorists prior to the incident.
