Registering to Vote
To register to vote, you must be a United States citizen, at least 17 years of age, and have established and maintained a residence in the municipality where you intend to register to vote.
Voter registration cards are available at the Town Office and Motor Vehicle branch offices.
There is no deadline for registering to vote. You can register to vote until and including Election Day. There is no cut-off date for registering to vote in person at the Town Office. If you want to register to vote by mail, the cut-off date is the close of business on the 21st day before the election.

Description:
This file contains the Complete Casco Comprehensive Plan with Maps. It is a read-only file and therefore it cannot be edited. Its intended use is for public distribution. As a .pdf file it requires Adobe Reader software to open, read or print the file. Adobe Reader can be downloaded for free from www.adobe.com.
Printing:
This file can be printed using a conventional color ink-jet or laser printer. All text and figures are formatted for 8.5" x 11" paper. On printers that do not print color 11" x 17" sheets, the maps in this file may print out anyway, automatically reduced to 8.5" x 11" sheets. Even if the files do not print, they can be viewed on a PC screen and the zoom function in Adobe Reader can vary the amount of detail and area that can be viewed at one time. There are some blank pages inserted within the file to preserve the format of the original Plan document and facilitate double sided page printing. However, the document can also be printed on single sided pages.
Preparation and Sources:
This Comprehensive Plan file was assembled and/or updated by Rick Seeley, Land Use Planning Consultant and Matti Gurney of the Greater Portland Council of Governments. The Comprehensive Plan Map files were supplied by Michael O'Donnell of John E. O'Donnell & Associates. The source files were provided by the Town of Casco.

Marriage Licenses
Marriage Intentions and Marriage Licenses are available at the Town Office.
Maine residents must file marriage intentions and obtain a marriage license from only one town where either the bride or groom resides if the bride and groom reside in different Maine towns.
Non-Residents who wish to marry in Maine may file marriage intentions and obtain a marriage license form any Maine town that issues marriage licenses.
Bride and groom must show photo ID, have their social security numbers and if there were previous marriages, they must show either a certified death certificate or a certified or true attested copy of their last divorce decree.
Victualers Licenses
A Victualers License is a license to sell food already prepared for human consumption. To obtain a license you will need to contact the Town Office. After you have had a license, the Town Office will send a reminder to you each year. The price of the license is $10.00. The expiration date is May 31st of each year. A Victualers License should be placed in a prominent place in your establishment. For more information contact the Town Office at 627-4515.
Concealed Weapons Permit
Persons who are residents of the Town of Casco and wish to apply for a concealed weapons permit will need the following:
- A completed concealed weapons permit application, available at the Town Office.
- Casco Residents DO NOT need passport photos
- Proof of completion of a hand gun safety course.

Residency Requirements
Individuals may claim only one state or province as their legal residence.
- Alien means a person who is not a citizen of the United States.
- Non-resident means a citizen of the United States who does not fall within the definition of Alien or Resident.
- Resident means a citizen of the U.S. who has been domiciled in Maine continuously during the 3 months next prior to the date on which the person applies for any license, or an alien who has been so domiciled for one year.
No person may be considered a resident if the person has not:
- if registered to vote, registered in Maine;
- if licensed to drive a motor vehicle, made application for a Maine motor vehicle license;
- if owning a motor vehicle or vehicles located within the State, registered each such vehicle in Maine;
- complied with State of Maine income tax laws; and
- if a full-time student at a Maine college or university, resides in Maine continuously for 3 months AND satisfies above requirements.
Motor Vehicle Registrations

The new owner(s) of the vehicle will need to bring the following to the Town Office:
Maine Dealer Sale
- Bill of Sale.
- Application for title for vehicles with a model year of 1995 and newer.
- Proof of insurance for the vehicle being registered.
- Proof Sales Tax has been paid.
- Window Sticker for vehicles never previously sold.
- Mileage.
Private Sale
- Complete Bill of Sale
- Title signed by buyer(s) and seller(s) for vehicles with a model year of 1995 and newer.
- Release of Lien (if applicable)
- Proof of Insurance for vehicle being registered
New Registrations
Motor vehicles renewals may be done at the Town Office or on-line at Rapid Renewal. Please have proof of insurance and mileage for the vehicle.
ATV Registrations
Maine no longer has reciprocity with any other state of country.
Maine Residents

The owner of a new ATV will need to bring the following to the Town Office:
- Bill of sale
- Proof Sales Tax has been paid
Private Sale
- Complete bill of sale
Non-Residents

- Non-residents are sales tax exempt.
If your ATV is currently registered in another state, please bring the current registration to the Town Office.
Re-Registrations
Motor vehicles renewals may be done at the Town Office or on-line at Online ATV Registration. Please bring last years registration to the Town Office.
Boat Registrations
All motor boats and airmobiles used on the waters of Maine, with Maine as the State of principal use, must be registered in Maine
Maine reciprocally honors boat registrations form other states which have U.S. Coast Guard approved state boat registrations systems.
Registration numbers must be displayed on all motorboats. Once a motorboat has been in Maine more than 60 consecutive days after the state of principal use has changed, it is subject to Maine registration requirements.

There is no longer reciprocal privileges for snowmobile registrations.

If your Snowmobile is currently registered in another state, please bring in the current registration.

New Vital Records Law Effective July 12, 2010
On July 12, 2010, a new law preventing fraudulent use of vital records went into effect. Vital records include birth certificates, fetal death and death certificates, marriage certificates, and domestic partner registrations. Maine's new law will require a person requesting a copy of records less than 100 years old to provide documentation establishing their direct and legitimate interest in the records.
Individuals who may access vital records less than 100 years old include:
- The person named on the record;
- The person's spouse or registered domestic partner;
- The parent(s) named on the record;
- Registrant's legal custodian, guardian, or conservator or respective authorized representative (includes attorney, physician, or funeral director);and
- Genealogist who have a Maine CDC issued researcher identification card.
Proof of identity must also be presented to the municipal and city clerks or state Vital Records Office staff. A brief application for securing a copy of the vital record must be filled out and presented, along with positive identification such as a driver's license, passport, or other government issued picture identification that clearly shows that the person requesting the record is who they say they are. Identification requirements apply whether the records are requested in person or by mail.
Birth Records
Copies of birth records are available at the Town Office.
The Town only has birth records for individuals whose parents were living in Casco at the time of their birth.
Death Records
Copies of Death Records are available at the Town Office.
The Town has records of individuals who were residents of Casco at time of death and of individuals who died in Casco.
Marriage Records
Copies of marriage records are available at the Town Office.
The Town only has marriage and marriage intentions records for people who filed their marriage intentions and marriage license in the Town of Casco.
